Subject: Help me find books for this child.
Here's an interesting problem. I have this young girl (around 13) who
comes in an leaves with a stack of books and is back a week later (or
less) for more. When I first noticed her, she was taking out a group that
included The Hobbit, the Lord of the Rings trilogy, and three L'Engle
books. I've talked with her mother, and she's been tested and found to
have a reading level at 12th grade (or higher). Now the problem is,
finding books that will keep her interest but without swearing, sexual
situations, etc. She does seem to have an interest in Fantasy (including
McCaffrey). Any suggestions on what to recomend to her?

Statement by Pat Schroeder, President and CEO of the Association of
American Publishers for Banned Books Week, 1999
Washington, DC, September 24, 1999
Tomorrow marks the beginning of Banned Books Week, the 18th annual
celebration of our right as Americans to freedom of choice in what we
read. The Association of American Publishers is proud to co-sponsor
this observance.
This summer Congress tried (and fortunately failed) to criminalize
the sale to minors of books with violent or sexual content. I can't
help but wonder if they had The Bible in mind. Banned Books Week
reminds us that while not every book is intended for every reader,
each of us has the right to make that choice.
Fully one-third of the books selected by the Modern Library as the
100 best novels of the 20th Century, including six of the top ten,
have at one time or another been removed or threatened with removal
from bookstores, libraries and schools. The Grapes of Wrath was
actually burned in public shortly after its publication in 1939, and
has remained near the top of the book banners hit list.
Earlier this year the publishing industry launched a reading
promotion campaign called "Get Caught Reading." The idea we want to
get across is that reading is so much fun it ought to be illegal. I
can't think of a better way to "get caught reading" than by reading a
book that has been challenged or banned. You can't go wrong. They
include some of the best works ever written.

Help! One of my patrons is searching for a book from his
childhood. He is all of 35 :) anyway, the characters in the
book are two boys who read comic books all the time. He remembers
one incident when the town band welcomes a dignitary but cannot play
because they are watching these boys eat lemons. Does this ring a
bell with anybody? We've look through all the usual paper and
electronic resources to no avail. (it reminds me of a Little
Rascals short, but he want s a book.) Any help would be greatly
appreciated.

A patron came in today and said she wanted to find a book she read when she
was a child in the 1950s. The book was about a little mouse in a red dress.
The mouse loved to dance but had to clean up the house before she could go
out dancing.
The patron said that the book resembled a Golden Book. I had her look at the
titles in A to Zoo, but she didn't recognize anything there. She was very
disappointed, so I told her I would submit her query to PUBYAC and see if
anyone could recall the title of this book.

Action Needed: Istook Filtering Amendment Included in Labor-HHS-
Education Appropriations
ACTION ALERT: Library supporters should contact members of the
House Appropriations Committee (listed below) to request that the
Istook amendment, which would mandate Internet filtering for any
library or school receiving any type of federal support for their
computers, be removed from the Labor-HHS-Education Appropriations
bill.
On September 23, the House Appropriations Subcommittee, in
addition to marking up its version of the FY2000 Labor-HHS-
Education Appropriations, accepted by voice vote a filtering
amendment offered by Rep. Ernest Istook (R-OK). Rep. Istook's
amendment would require all libraries and schools that receive
federal funds for the purchase or operation of computers to ensure
that minors are prevented from accessing material which is either
obscene or child pornography by installing filtering software.
The Istook amendment applies to ALL federal funds used "for the
acquisition or operation of any computer that is accessible to
minors and that has access to the Internet." This provision would
apply to grants under LSTA (the primary federal grant program for
libraries), as well as the National Endowment for the Humanities,
the National Science Foundation or any other "program or activity
of any Federal agency." It also could possibly apply to the E-
rate, which could be considered a program of the Federal
Communications Commission. If a library or school did not comply
with this mandate, federal funds would be withheld.
Should this provision become law, libraries and schools would have
to "assure" that filters are on when computers are used by minors.
Internet use would have to be constantly supervised and library
patrons would have to be "carded."
Alternately, filters would have to be on at all times to guarantee
that no minor would have access to obscene materials or child
pornography. Adults would be prevented from accessing material
that is constitutionally protected speech for adults.
The Istook amendment would give the broad authority over software
use to state administrations rather than individual communities.
The amendment also appears to override all existing local programs
already in place to protect Internet access to minors.
The Subcommittee's FY2000 Labor-HHS-Education Appropriations bill,
including the Istook amendment, is now awaiting action by the full
House Appropriations Committee.

Subject: Stumper: "Woogie Norple????"
Pubyackers,
A colleague is looking for a book she read to her children about 20 years
ago. The only thing she can recall is that it had a very strange title --
something like "Woogie Norple," and that her children laughed
hysterically
whenever she read it. Her grown son now has a daughter of his own and would
like to find the book to read to her. A longshot, I know, but with such a
strange-sounding title, I thought it just might ring a bell to someone out
there!

(this is NOT a folktale, but an original story and is not in the public
domain).

Subject: Stumper: Favorite Fairy Tales?
I have a patron looking for a collection of fairy tales he owned years
ago, but gave away by mistake...
It contains, among others, the stories "Fairy Cake," "Stone
Soup," an
Anansi story, and one about an Irishman and the Devil. He thinks the
title is "Favorite Fairy Tales," but it's not Virginia Haviland's
"Favorite Fairy Tales Told Around the World," or any of her other
"Favorite Fairy Tales" series.
Does this sound familiar to anyone? I'd appreciate any assistance,
since I've pretty much exhausted our resources here!

Hello - We are in the process of ordering some replacements for our board
book collection. Being a new librarian, I am looking for suggestions for
high interest, quality board books. We are interested in board books
that are not going to sit on the shelf and instead will fly into the

A local counselor is looking for children's and ya books she can use in her
practice.
She is looking for books to use with children (ranging from age 5 to 18)who
are dealing with parents who have bipolar disorder (or manic depressive).
I have found material for children who are dealing with depression in
general and that's all.
Any ideas?
Also I am looking to communicate with libraries that may have satellite
dishes and are offering downlink technology to their patrons. I need
examples of policies/usage etc.
And if any libraries out there are offering this - how do you get the
message out to groups who might want to use it?

takes place in Holland during Phillip II of Spain's envasion of the Low
Countries. It's a mystery and a little boy named Dirke is the protagonist.
I know it's not much, but does this ring a bell with anyone? Or can
