Picture Books are ones for which the pictures are an essential element of
the
book experience. Non-fiction books and topical books here have a DDC# and
go
with non-fiction. I know it's a broken record that not all "Picture
Books"
are
for young children, but it's still true. They do not need to be shelved with
the
"Easy" books. (as in: E is for Everybody ..."
